As background, I have my knife designs already done and its pretty sweet to see them carved on the CNC machine, I do all my design in Fusion 360 and so far all my knives are fixed blade knives. After doing this a few times, I think a decent CNC router with tool changer and dust control would be a better way to go for scales in any kind of volume. I have been making liner locks for about 35 years. my prices are from 0 to 00. I could never find a surface grinder I could afford to buy or fit into my shop. All that time and I still wish it had been a machine I could of had!!! By the way, the belt conversion is not a necessity if you use the proper type of wheel.
If you try drilling both scales independently it is almost impossible to get everything to line up (unless you're using a CNC milling machine). And trying to drill both parts at once creates machining chips between the parts that push things out of alignment. (Not only that, it's torture on the drill bits and reamers.)
