Fill the tube structure and then drain and you will get good coverage and it won't rust. If you are going to weld up a tube structure also make sure that if you get condensation in the tubing it can drain out. If it can't drain then make sure there is a rust preventative coating inside the tubes.

When the inner tube is fully inflated it will push the washer against the rim and a locking nut will pull the valve stem, washer and base of the valve stem tight. Problem with this setup it doesn t allow any movement of the tube, so one locking nut on the valve washer inside the rim and one finger tight on the outside is preferred. one nut on the inside of the rim, the other nut on the outside. That is correct. It is so the nut on the outside can be tighted without pulling the valve out of the tube. Having given you the correct answer... if you use a rim lock, the outside nut on the tube is not needed. I do not use the outside nut.
