You are right, the NEC does not allow junction boxes in plenums, and since my HALO fixture has a junction box on it, that would violate this code. The return air plenum is in the ceiling joist area (no metal duct), between the downstairs wall and an upstairs wall stack heading up to the furnace. I have 9" of clearance in this plenum area. I have been doing some work in a newer development where all of the hvac equipment and duct work is in the attic. Whoever did the ductwork used triangle duct boxes. They used 10 inch supllies off of the plenum of the furnace to these duct boxes located through the attic. Then off of those boxes they have 3, 6 inch flex ducts going to the supply ducts.

I think you can put a junction box between floors that would not normally be accessible as long as the can of the recess light is removable after installation and you have access to the junction box through the recess can hole. If you had this situation you would not be able to use a recess light where the can part is covered by a metal box. Why could you not have a junction box in the next stud bay where the regular wire runs, and plenum rated wire in perhaps two feet of metal flex conduit going through the joist to the can light on the other side? (Do they make plenum rated non-metallic (NM) sheathed cable so you would not need conduit?)

My house has an outdoor motion sensor light and another regular light. I am having an electrician visit to install a proper junction box so I can install the Nest floodlight camera in both locations.
