Solved. New fuse box and it fires right up, no hesitation. Not sure why I hadnt thought about it sooner but for anyone that may have this problem in the future, you can confirm your fuse box relay is bad by (only applies to 2nd gen) jumpering the Black/Red and Yellow/Red wires together at the fusebox and hitting the start button with the key on.

I found a wiring diagram online and if im correct there are 2 brown wires powering the junction box. From that it goes through the relay and fuse then out the blue/yellow wire to the headlight etc. .
